The Papers: 'England's golden boy' Kane and 'Time to pay fair'

Several of the papers lead on measures that are expected to be in the Budget.
The Guardian says Chancellor John Healey will scrap what's seen as the cliff-edge rule for unpaid carers, external. Currently they have to forfeit their entire week's carers' allowance - of more than £86 - if they earn just one penny above £204 in that week. The paper says that under the new rules, only £1 will be removed from the allowance for every £1 above the earning limit.
On its front page the Times says Healey will announce plans to increase the minimum wage by nearly 4%, external for workers aged 21 and over, but not for those aged 18 to 21. The paper says that, in effect, spells the end for Labour's manifesto pledge to bring the minimum wage for younger people in line with that for older workers.
The Daily Mirror highlights a call by trade unions for higher taxes on banks, external. The paper says bosses running Britain's big four banks take just two days to earn what a typical worker makes in a whole year. But the Daily Mail says raising taxes on banks would be "a folly in the extreme,", external because "for all their faults" the banks drive the economy, and if you tax them more heavily you punish every corporation and every small and medium-sized enterprise in the country.
Charities providing end-of-life care have told the Daily Express that Healey should announce a £200m annual injection for their sector., external The paper says almost six-in-10 hospices in England have either made or are considering cuts to frontline services.
According to the i Paper, Home Secretary Shabana Mahmoud is furious at Andy Burnham because members of the cabinet were not warned before he called for a debate, external about a return to freedom of movement with the EU. A government source told the paper the Prime Minister's comments had undermined Mahmood's strategy to reduce immigration. The Sun says restoring freedom of movement would be a catastrophe, external for getting the jobless back into work, for wages, public services and social cohesion.
And the Daily Telegraph reports that guidance has been issued for teachers to help them uncover essays written by artificial intelligence., external The document lists dozens of words, phrases and stylistic features - such as "delve," "catalyst," and "in conclusion" - which, it says, could indicate use of AI tools, if they appear frequently.
