Ramaphosa Appoints Controversial Dina Pule as Social Development Minister
President Cyril Ramaphosa announced a wide‑ranging cabinet reshuffle on Thursday, confirming the Democratic Alliance’s (DA) appointments to ministerial and deputy positions while also reassigning several senior officials. Among the most notable changes was the reinstatement of former communications minister Dina Pule as the new Minister of Social Development.
Pule’s appointment follows her removal from the communications portfolio in 2018 amid allegations of unethical conduct and a subsequent parliamentary finding of misconduct. Her return to a senior cabinet post has been described by political observers as “controversial,” given the unresolved questions surrounding her past conduct.
The reshuffle also saw the DA leader John Steenhuisen, who had been slated to retain a ministerial role, demoted from his previous position. While the president confirmed the DA’s presence in the cabinet, Steenhuisen’s exact new assignment was not detailed in the announcements, leading to speculation about the party’s standing within the coalition.
Opposition parties and activist groups reacted swiftly to the news, denouncing the decision to place Pule back in a high‑profile ministry. Statements from several political organisations characterised the move as a setback for accountability and governance standards, urging the president to reconsider the appointment.
The president defended the reshuffle as part of a broader effort to stabilise the government and improve service delivery.
Analysts note that the inclusion of a figure with a contentious record may test the coalition’s cohesion, especially as the DA seeks to maintain influence over key policy areas. The reshuffle comes after months of negotiations between the ruling party and the DA, aimed at reshaping the executive after a series of scandals and public discontent.
